You can find WAEX: Web Accessibility Evaluator in a single XSLT file at 
http://www.it.uc3m.es/vlc/waex.html .

It evaluates many WCAG conditions and also some XHTML restrictions not yet 
formalized in the XHTML DTD (but in the prose of the specification).
