In the latter case, lawyers can give you a definition of "all issues are resolved" that should be suitable. The former case, in context, is a little more dangerous. Which can only be fulfilled by a guarantee by the WG that they will perform as much work as is needed. WGs aren't really able to commit that way, either from their own members or the proverbial "staff resources", since members can drop off the WG. I think the real goal is to make a commitment that appears to be sufficient at the time it is made, and thus "appears to be" is the non-testable part, not "sufficient". .................David Marston
