input document for f2f

QA distribution --

Attached please find an input document for the QA face-to-face next 
week.  It is an draft/outline of a QA framework specification, which is one 
of the QAWG deliverables.  Discussion of its direction and content will be 
on the f2f agenda.

As you will notice, there is as much (maybe more) undeveloped outline as 
drafted text.  At this stage, we are most interested in the direction, 
organization, and projected overall content.  Of course, feel free to 
comment on any aspects.

Please read "Status of this document", for indications of some of the 
things you will find later in the document.

If you are not attending the f2f, but wish to comment, please do so by the 
end of the week, to this list.
