My initial reaction is positive -- much, much better than what we had 
before.  I think, with revised introduction ("About this template") that 
explains the new layout, it will be good enough.

Also, the content-type labels are missing:  the blue-blocked "template" and 
red-blocked "Instructions".

Good work -- if we can solve the problem of making it usable in IE, I think 
we have a winner.  I may offer more detailed comments later (catching up 
from a trip right now.)
