New QA WG participant

Hello QA WG,

As those of you that were on the call today have learned, we have a new
participant to the QA WG: Richard Kennedy, from Boeing, which will bring
his perspective on how standards are applied in the field, (esp. on the
millions of Web pages maintained by Boeing).
