versioning at the Tech Plenary

Dear QA WG,

I'm reading from the TAG minutes

    Steve suggests that there may be a panel or working session on
    Versioning at the tech plenary.

I think it's an important issue which will be worthwhile to follow. We 
address the topic of extension in SpecGL but we don't address 
Versioning.

Should we?
