disposition of comments on SpecGL Working Draft

Again, thank you for the thorough review of the Draft SpecGL document (20 
Dec 2002).  Your comments and suggestions were very helpful in preparing 
the SpecGL for Last Call.  It enabled us to focus on problem areas and 
clarify/cleanup the specification.  Below is the disposition of your 
comments, which were formatted as [1] to facilitate discussion.

AR-001: fulfillment criteria
Accepted.  All statements have been reworded to begin with: "Conformance 
Requirements:"

AR-002, AR-003, AR-005, AR-006, AR-007, AR-008: GL1 checkpoints: wording of 
scope, use of scenarios and examples
Accepted.  The checkpoints in Guideline 1 have been rewritten to be more 
precise with respect to defining the scope and providing scenarios and 
examples.

AR-009: remove GL2
Rejected.  WG affirmed that this GL and CPs were useful (e.g., in the 
development of SOAP).  However, a Rationale was created for CP2.1

AR-010: GL3 and GL10 are redundant.
Accepted.  GL3 has been rewritten to reflect this and other 
comments.  References to GL10 have been removed.

AR-011: CP3.1 usefulness and priority
Accepted. CP has been rewritten and the priority lowered.

AR-012: CP3.3 meaning and intent unclear
Accepted.  CP has been removed.

AR-013: editorial
Accepted.

AR-014, AR-015: reword CP 3.4 and CP 3.5
Accepted.  These have been reworded as suggested.

AR-016, AR-017, AR-018, AR-020, AR-021, AR-027: CPs are not testable
Accepted.  CPs have been reworded, adopting a more general approach and one 
that is testable.

AR-019: CP7.4 change MUST to SHOULD (also Issue 104)
Moot.  Issue 104 resulted in a clarification that this CP applies only to 
producers.  Thus, retain the MUST.

AR-022: reword or remove CP8.3
Accepted.  CP was reworded and a Rationale added.

AR-023: remove or clarify CP8.4
Accepted.  CP and Rational reworded.

AR-024: remove GL9 'for example'
Accepted.

AR-025: clarify CP9.4
Accepted.  CP has been rewritten.

AR-026: remove CP9.6 (too narrow)
Accepted.

AR-028: editorial
Accepted.
