SpecGL Scope - new text

I have added the new text in the Scope of SpecGL to reflect last weeks 
decision to mention that SpecGL v1 contains the basics and future versions 
will contain more advanced topics.

The new text is:
"This document addresses the most basic and critical topics with respect to 
conformance and testabily; more advanced topics will be addressed in future 
versions."

This should satisfy LC 29.2 and 29.3
