new SpecGL editors draft

QAWG participants --

At [1] is this week's Editors draft of Spec Guidelines.  This will be the 
topic for the telecon, 7/14, Wednesday.  I have incorporated the results of 
last week's unofficial SpecGL discussion/telecon.

Once again, "@@" marks questions, issues, etc.  In addition, at "@@new" you 
will find new stuff that results from last week's discussions and email 
since then.

Also note, at [2] is a rough draft of Karl's early work on Spec Extech 
(SpecGL will be slightly out of sync with this now, e.g., the removal of 
Checkpoint 5.4 and slight rewording of some others).  At [3], Karl has 
included some comments on problems he found with SpecGL.
