criteria for the evaluation of a patent policy

As part of a project for the New Energy and Industrial Development Organization (NEDO) of Japan GTW has prepared a document DRAFT Criteria (in development) for the Evaluation of a patent policy for a Standards Development Organization at http://www.gtwassociates.com/answers/draftIPRcriteria.htm   I would like to
