It would be a big error to adopt a "royalty-free" patent policy with "field of use" restrictions that would would prevent implementation of W3C standards as Free Software. If this happens, w3c name will change into BSA or will disappear in less 1 year because it will not be useful, next standards will only be made with patents. W3C should better use a GNU FDL license to broadcast its documents.
