Howdy PPWG folks, I wish to applaud the current Patent Policy before the PPWG that all the W3C Recommendations must be implementable on royalty-free terms. This is certainly a Reasonable requirement, and is the only way to be Non-Discriminatory for all groups, especially those unable to pay royalties.
