Summary of 17 June 2002 Patent Policy Working Group Teleconference

Hello,

   Twenty four people attended the 17 June 2002 Patent Policy Working
   Group (PPWG) teleconference. The group welcomed two new
   participants.

   The first part of the meeting was a briefing on a decision by the
   Director and the Advisory Committee regarding a particular Working
   Group, the length of time that its PAG deliberated, the idea of
   core and extended or advanced features, work outside W3C especially
   the IETF, and whether this decision is a model for W3C patent
   policy.

   In a continuing discussion of a RAND exception proposal, the
   example of the IETF was raised again: remove patent encumbered
   portions, implement more if you like, and at minimum, implement
   what remains in the specification. As in earlier meetings, Working
   Groups were said to be the experts on their technologies, and some
   people pointed out again that they should not be asked to make
   legal decisions. One person developed a compromise that the Chair
   asked be sent to the group.

   Finally the group talked about outstanding issues for the agenda
   for the upcoming face to face meeting. Issues with "materially new
   information" are due to the group mailing list by 24 June. No
   confidential requests or requests after the deadline will be
   accepted. The group agreed to meet next on 1 July.
