Hello, Twenty one people attended the 10 June 2002 Patent Policy Working Group (PPWG) teleconference. Discussion of the RAND exception proposal centered on the role of the Technical Architecture Group (TAG). Some people thought that PAGs would ask the TAG's opinion whenever that would help. Someone said that the Working Group not the TAG is expert on the particular technology. Someone else said TAG members are not elected because of their expertise in solving patent issues. One person added that asking the TAG and or AC for an opinion could add months to the process. It was pointed out the role of the TAG would be in each PAG's charter. The suggestion to rename W3C licensing requirements was revisited. People thought that RAND and RF are generic and wondered if new names should be descriptive or non-descriptive. The group agreed that people need to read the patent policy specification anyway, no matter what names are used. One person pointed out that the ITU uses 2.1, 2.3, etc. One person thought royalty free is already well-recognized. One person said that was true of attorneys and not the general public. The Chair asked the group to share name ideas. One person volunteered, and others may help draft language for W3C calls for participation, calls for review and the Status of This Document section.
