Express safe zone policy as P3P

In 2.5.1, the Safe Zone is described, but only in words.

It would be very helpful in many ways if there were a
P3P policy for the safe zone, e.g. in an appendix.
If this works out, it is a very nice example for P3P.
If it doesn't, it will show where P3P has to be
improved.
