The p3p spec currently uses the same URI for the namespace of the <POLICY> document type, for the namespace of the <DATASCHEMA> document type, and to reference the base data schema. This is not a good idea because it may restrict further evolution of all three parts. Taking the first two apart is very easy. Separating the DATASCHEMA and the reference to the base data schema seem to be a bit more difficult, but changing "(which may be omitted if it has the same value as the DATA namespace)" for the 'typeschema' attribute to the following: "(which may be omitted if the typeschema is the Base Data Schema)" will do the job.
