I am forwarding your message to Yuicki Yoike, who maintains the validator to see whether this is possible. In the mean time, you can test your p3p policy file by uploading it to the validator. You cannot do the integrated validation without removing the access controls. What other companies are doing is they are putting their P3P files outside the restricted access area and using the <TEST> element while they are testing. In addition, the validator source code is available and you can install it on a system inside your firewall for testing.
