If the privacy report is viewable only on the home pages and not on the other pages of your site, there is a problem with your policy reference file. To make the policy apply to your entire site you need to have the line <INCLUDE>/*</INCLUDE> If IE6 is blocking cookies, the cookies are probably being set in a third-party context.
