You need to put the policy reference file at the well known location and put the policy file at the location indicated in your policy reference file. If you have done that correctly, both the Privacy Bird and IE6 should be able to read your policy (IE6 will read it for the privacy report, to get IE6 to read the policy when making cookie decisions you also need a compact policy). You can also use the W3C validator to test.
