I'm using Apache and this validator link has been helpful to me:

I am setting the P3P compact header using a META tag in the HTML HEAD
section and running the validator shows the headers as follows.  What's
"odd" is that they are in alpha order, so I doubt these are just how they
are sent out.  I'll probably need to use a sniffer ot determine what order
the headers are actually sent in, since people seem to think that IE6
operates basd on the order (if the cookie is before the P3P, it may not
apply the P3P to the cookie).
