P3P has a flexible extension mechanism which allows implementers to add extensions in a decentralized manner. To do this, each implementer must name their extension with a unique name. A simple way to make unique names is to do it by URLs which are under the control of the implementer. The URL itself isn't required to resolve to a page; it's only a unique ID.
