P3P has a flexible extension mechanism which allows implementers to
add extensions in a decentralized manner. To do this, each implementer must
name their extension with a unique name. A simple way to make unique names
is to do it by URLs which are under the control of the implementer. The URL
itself isn't required to resolve to a page; it's only a unique ID. In the
case of the IBM editor, the unique ID is to signify that the extension is
to provide a name for the <STATEMENT>.

IBM P3P Creates the following line of code:

etc.
Question - what that url is for? (software.ibm.com/p3p....) it links
nowhere - to a page not found.
