The 4th paragraph (consisting of a single sentence) after the Annotation table in this section states:

In addition to specifying annotations inline the ref attribute on the emma:annotation element can be used to refer to an external document containing the annotation content

The associated Annotation table has an attribute named "reference" not "ref.
