[emma] corrections made to EMMA Implementation report plan

The implementation report plan for the EMMA: Extensible MultiModal
Annotation

specification was initially published on 22nd January 2008.  In the
course of reviewing 

implementation reports, it has become clear that a small number of test
assertions specified in the 

implementation report plan are incorrect in that the particular features
they

related to are no longer described in the EMMA specification. The tests
in question are 

 801, 902, 903, and 1501. These tests have been removed from the
implementation

report plan, published at http://www.w3.org/2002/mmi/2007/emma-irp.
