A new Working Draft of InkML has just been published at
http://www.w3.org/TR/2004/WD-InkML-20040928/
The main changes from the previous WD are listed below. A diff-marked

Changes:
* Terminology: 'force' was chosen over 'pressure'.
* The <ink> element is now formally defined in a new section. This new section introduces the documentID attribute.
* X and Y are no longer required to be first in the <traceFormat>
* The trace syntax has been simplified, mostly by removing the letter codes.
* More details and an example of the syntax of the <desc> element have been added.
* The <metadata> element has been added.
* References are now listed in an appendix.
* A new section on the notational conventions used in this document.
* The timestamps section has been modified, mainly to align with definitions used in the EMMA language
* A new appendix containing the InkML MIME type.
* Various fixes: typos, formatting, etc.
