What does it mean to have a link around either a <PAR> or <SEQ> block? (something that is legal in the current spec) Does it make sense to have a link around a <TUNER>? (something that is not legal) What about my proposed <FRAME>? In the second out-of-line link example, the link references to a single video in the middle of a <PAR>. Is this different from referencing the <PAR itself? Is there a case where it might be different?
