RE: XML-WML

Apache also has the Cocoon project http://xml.apache.org/cocoon/index.html.

This seems to be along the lines of what you want. XML description and
rendered via XSLT (stylesheet transforms) to the appropriate mark-up
language (html, wml, etc.).
