You're last two ideas seem like the best path. i.e. have markup language independent source in XML, through some XSL transforms you can add in the markup tags for the different devices... What devices/markup languages are you targeting? WAP phones, iMode Phones, Wireless Palm (VII), wml/hdml/html?
