Hi Markus, that is for the simple reason that we have not published it yet. There are pre-drafts linked from the working group page. We are in the process of finalizing the framework and vocabulary and submit them to the W3C publication process. Hopefully, we should have something within this month. I know it is slipping, but on the other hand, we have ironed out some kinks we did not quite expect when the plan was written.
