Looking at the report of a workshop sponsored by NSF (may 1998) it seems that other people have solved all our problems, and entirely without our help. see www.dlib.org/dlib/april99/04abrams.html and the further references from that, such as http://deslab.mit.edu/DesignLab/dicpm/ The workshop topic was Distributed Information, Computation, and Process Management for Scientific and Engineering Environments. among the 51 invited participants, Dr. George Strawn and Dr. John Cherniavsky of NSF.
