Discussion on status of spec and needs for FPWD

NS: discussed the intent section. He said that it needs more writing.

NS told BM to be aggressive in BM's editing in the intent section.

DC: ran the pubrules successfully.

Some sections need polyfills.

It was decided to use tables to align equations and not groupalign.

*ACTION* remove the example mentioned in issue 180 "decimalpoint" value
definition <https://github.com/w3c/mathml/issues/180>

DC: is going on vacation. He wants to finish the FPWD by Wednesday, August
24.

BM: simplified parts of chapter 2. He has started chapter three where he
found some end-section tags that were not correctly placed.

DC RESPEC ignores headings.

BM: there were end-section- tag problems in the mtext and token areas. He
thinks he has it sorted out.

pl: From Paul Libbrecht to Everyone: Paul is trying to participate in the
editing WG to discuss clipboard pickling and that it seems that it will be
on Thursday evening.

DC: says we can make an FPWD.

Issue 233 needs attention interval has ambiguous interpretations as both an
expression and qualifier <https://github.com/w3c/mathml/issues/233>

NS: is there a blackout period in which our FPWD should not be issued?

BB: said that the blackout period starts Thursday September 8.

*CONSENSUS* The group agrees to move the MathML 4 spec to FPWD. The spec
FPWD will be generated on August 24, 2022.

DC can rebuild the spec after traveling on Friday August 26.

NS will ask SN to finish his accessibility appendix by Tuesday, August 23.

NS, SD, and SN had a meeting and decided that structural changes need to be
made.

PL asked what we will cover on the three-hour TPAC meeting.

NS said that we will focus on intent issues.

NS said that we will have at least two guests. We will open the meeting
with questions from our visitors.

PL suggests that NS should ask the guests before the meeting if they have
questions; and, if so, what are those questions.

NS did not know if he had the guests' contact information.

DC said that a former group member planned to rejoin our group.

NS said that it would be good to get more people to look at the intent
issue.

MOS is working with a student who is using intent in Wikipedia.

NS thinks that we can submit a candidate recommendation in a year. He hopes
to finish our current charter in 1.5 years. This will require a charter
extension.

PL wants to discuss the next steps in our Media Type declarations at the
TPAC meeting.

BM said that in the last paragraph of section 3.1.1, which begins: (:NOTE
This paragraph is wordy and maybe belongs in the informative section except
that it contains "should" information which makes it normative. note end
Certain characters are used to name identifiers or operators that in
traditional notation render the same as other symbols or usually rendered
invisibly. For example, the entities DifferentialD, ExponentialE, and
ImaginaryI denote notational symbols semantically distinct from visually
identical letters used",)

He wants to change "entities" to "characters".

DC: Core has made some attributes global. the mstyle description may have
to be moved.

NS: There is a mismatch between how mstyle is used in core and in the full
spec.
