agenda+ publish new WD of mathml-core with the missing pieces

The first WD is missing some pieces, see issue 
https://github.com/w3c/mathml-core/issues/107

(I should have noticed before publication, but I didn't look at the 
error messages. :-( )

However, publishing a new WD is pretty easy. We just need a decision 
recorded in the minutes to do so. After that, the actual publishing is 
semi-automated and I can take care of it.
