Thanks for reaching out. The joining form indeed requires W3C accounts 
login. W3C Members can officially join via the form after accepting the 
licensing obligations for participating in the group.

There're more ways for wider community to participate in the group 
discussion, e.g., subscribe to the group's public mailing list, track 
the group issues on Github, etc. Details are available from the group
