Despite that bug report, it still works for me – on Linux (using Firefox 3.6.11): The links are not displayed as links (i.e. no underlining, no hand cursor, etc.), but you can activate them with the middle mouse button.  IIRC on Mac OS it also still works (with Cmd+Click).  Only on Windows, I think, it does not work, but I'm not sure about that.

At http://wiki.openmath.org/?uri=http://www.openmath.org/cd/arith1 you can find a lot of xlinked symbols.

… so from that point of view I would probably make it configurable, as long as Gecko does not yet support MathML 3's @href.
