[MathML3-LC] Linebreaking Clarifications

One implementer requested clarification about linebreaking behavior.
Accordingly, the draft was updated in two places:

and at the end of
http://monet.nag.co.uk/~dpc/draft-spec/chapter3-d.html#presm.lbattrs

The later change is analogous to what was already said at the end of the
mspace attr section:
