I'm sure it was discussed when we did MathML2, but I just can't remember now (and couldn't find anything in a quick search of our mail archive) whether we explictly decided not to add such an attribute, or whether we just didn't get round to doing it. Thanks for the reminder, we'll make sure it's on the Working Group agenda for discussion....
