A bit.  Doug Harder (one of the authors of the Note) set up a web site
that actually provided reference material at the URIs.  E.g.

 http://cheetah.vlsi.uwaterloo.ca/~dwharder/Units/second/

But this is just his private site.  A natural choice would be

  http://www.w3.org/Math/units

but that proposal hasn't been discussed in any detail.  This might be
an appropriate task for the W3C Math Interest Group which will
hopefully be formed in the next few weeks.
