Good luck, but suspect you share my skepticism that authors will
gracefully accept such constraints if they feel they need both
symbols.

If it were me, I would probably just go ahead and use the deprecated
MathML 1.0 attributes.  They solve the problem, and I think basically 
all MathML software I know of support them, and will continue to do so
for quite a while.
