The official reason given for this policy change: TeX/LaTeX unlike SGML is not Y2K compliant Huh? This must be the daftest reason imaginable. You might like to point your correspondent at http://www.tug.org/y2k.html which is probably as clear a statement you'll ever get from free software, or perhaps they'd prefer to buy one of the commercial TeXS that may give a stronger guarantee.
