There is no Release-5-3-2 tag in the public CVS...?

Does this mean that:
 - the HEAD is equivalent to 5.3.2 (ie. there has been no checkins
   since the release)?
 - someone forgot to tag the release?
 - the public CVS repository is not the same as the real CVS
   repository, and noone has copied the real repository over the
   public one since before the 5.3.2 release?
