relative link and absolute link

 Does anyone konw if there is a function to convert relative link to
absolute link in libwww.
For example if
 baseUrl="http://www.w3.org/Library/index.html"
 relUrl ="../pic.gif"
 and I want to load the relUrl to local file by "loadtofile" function.
