Still problem in time parsing from olga on 1999-01-27 (www-lib@w3.org from January to March 1999)

There is still problem:

If time stamp on the file is of the time when Day-Light-Time was in effect
then now is is parsed wrong. If time stamp is one of the winter time - then
right.
