Fixed problem in rule file loading

For people behind firewalls who can't access the CVS repository we now
provide a CVS snapshot of the latest CVS source tree on a daily basis from:

	http://www.w3.org/Library/Distribution.html

Updates:

* Added automatic rule file parser that doesn't ask the user and also a
method in HTAccess to support it. This makes it easier to use by
applications like robots etc.

* Changed the rules for what to do when loading preemptively or
non-preemptively so that it takes into account whether it is the protocol
loader that can't handle it or a user request.

* Added check for whether an event manager has been registered or not 

* Added a few checks to the rule parser
