Hmm, it looks like you can't connect directly - do you have a firewall in between? Try and do a ping or a traceroute between your host and www.w3.org to see if you can connect. If this is the case then try and telnet to port 80 like this telnet www.w3.org 80 and see if you get a prompt. If not then it is at least not libwww's fault.
