What is the best way to provide make files on Windows?

As the libwww now is available directly from CVS from

	http://www.w3.org/Library/cvs.html

it would be nice if we had a better mechanism for building the library on
Windows.  While the libwww make files for Unix all use automake and are
very flexible, the make files for Windows are less than satisfactory.

Does anyone have experience in this and would be willing to help producing
some better make files?
