HText interface

I'm having some trouble understanding the general design and structure
of the HText interface.  When can I expect each of the various
callbacks to be called?  Are there any global switches which alter the
behavior of this module?  Etc...

The documentation in 

  <URL:http://www.w3.org/pub/WWW/Library/Implementation/HText.html>

is a little helpful, but not very.
