In version 4.0D, in HTRules.c (last change listed in 'history' was
15 Nov 95, by HFN):

HTRule_put_block() doesn't call the parser for the last non-blank
line of input.  (This is a problem when, say, the rule file has just
one line, like for a proxy....)
