I remember that there is common idiom that an "empty" hostname means the local 
host.

In which case,

pest:/LocalSpace/WWW/ComLine/next> w3c file:///
Segmentation fault

pest:/LocalSpace/WWW/ComLine/next> w3c file://localhost/
<HTML><HEAD><TITLE>Current index is /</TITLE></HEAD><BODY><H1>
...

would be a simple fix.
