Jigsaw for Windows 2003 Server

I'm trying to get a Compaq CMC (jigsaw) to work on Windows 2003.  I am
getting an error:
 
Exception in thread "main" java.lang.NoclassDefFoundError:
org/w3c/higsaw/main
 
I am using JRE 1.4.2 on a new Win2003 server box.  I am using the bundled
CIRaM application that came with a Compaq Console Management controller.
 
Any suggestions would be appreciated.
