Is org.apache.oro.text.regex.* package included in the 2.2.1 release?

Hi,
I tried to compile the jigsaw source code, I have added the necessary jar
files in the classes directory to the class path, but the compiler still
complain that the files in the package org.apache.oro.text.regex.* can not
be found. Are these files included with the 2.2.1 release or should I
download it elsewhere?
