Problem in Installation

Dear All,
 
     I just downloaded the Jigsaw 2.2.0 and encountered some problem when installing it.
 
     I followed the procedures as in the document.  I am installing it on Windows.
 
    Ater typing C:\Jigsaw\Jigsaw>java Install
 
    The error message goes exactly like this:
 
     Jigsaw/2.2.0 setup.
     updating C:\Jigsaw\Jigsaw\config\http-server.props ... Exception in thread "main"  java.lang.NoClassDefFoundError: org/w3c/jigsaw/http/httpd
               at Install.install<Install.java:134>
               at Install.main<Install.java:210>
 
 
      I don't know how to fix this .   Would you please help me?
